It doesn't look anything like Philips, definitely not German or Austrian Philips anyway. Pre-12NC, Philips used other codes but nothing like 022C either. The whole thing looks very Southern-European to me (layout, placing of components, just the whole look of it), possibly it's an amplifier from a record player.

I seem to remember very vaguely that I've seen a code like 022C before.

P.S. Possibly a brand name on some of the electrolytics can provide a clue as to the country of origin. They look like Philips, but I'm not sure they all really are.
