Het "Dupont" document vermeldt dat ook pek/teer pcb's kan bevatten.

Klopt.
De teer van de oude "teerknollen" uit buizenradio's/TV's zit vol met PCB's en andere kankerverwekkende aromatische koolwaterstoffen.
Smelt die oude teer dus nooit om nieuwe condensators in te gieten.

Verder nog :
Small PCB-containing capacitors have also been used in microwave ovens and old TV sets without transformer (most TVs with vacuum tubes had no transformer but a simple voltage regulation system wit many capacitors).
These capacitors consisted of two aluminum foils, with one layer of paper between. The paper was coated with oil so that it would lead the charge from one aluminum foil to the other (dielectric). In order to prevent fire, PCB was added to the oil. PCBs also had dielectric properties.
