The PCB is definitely a Philips PCB from the right era (maybe slightly older, from the numbers on the back I estimate first use in a model roughly 1974, while yours is a 1975 model made in 1976).

I repaired a 22RH953/00 recently, also revision PL11 from 1976. It has the exact same transformer *) and it did not have the small PCB.

I'm pretty sure **) this PCB does not belong in your receiver, though it remains a mystery for now in which type or which revision it does actually belong and why someone put it in your receiver.

*) 33672 is the short form Philips internal article code with the last digit (2) a revision code so less significant, followed by an unknown number, then WA for the Wetzlar factory and a date code YWW with WW in this case a month code encoded as week 61 through 72

**) Alternative explanation is that Philips did put it in for some reason but that at some point it wasn't (re)connected correctly
